I have a couple of suggestions. Ice should dress up as contractors and arrive in large box trucks. “Hire” the illegals and have them get into the trucks. Haul them to the detention center.
Have undercover agents in the parking lots. When contractors hire illegal labor, follow them to the job site and arrest both the illegals and those that hire them.
