People need to start getting badge numbers from these officers. When justice finally returns to America, and I believe it will someday, these officers needs to be arrested and imprisoned.

the police are supposed to bring as many people as possible into the legal system in order to establish a paper trail for coercion and control of the masses. the thief was most likely already in the system, so no need in arresting him.
